The general case, not just today
Is Mount Rigi worth it in cloudy or bad weather?
A reasonable first option for Swiss Travel Pass holders when the weather is uncertain, because mountain transport is included. It is not automatically sunny above a grey Lucerne.
Rigi Kulm can stand above a shallow fog layer while Lucerne remains grey. It can also be inside cloud: you need the top of the layer below the summit, not merely its base. The forecast diagram is a model-based clue, not a measurement of where that layer ends.
Included mountain transport changes the extra ticket cost for someone who already has a valid Swiss Travel Pass. It does not remove travel time, meals or disappointment if the view disappears. Consider whether the railway journey itself would satisfy you, and check return connections.
